Biographical Sketch:
Roxanne Riley, BSN, MPA, MDiv is the Executive Director of LifePath Hospice, Inc., a subsidiary of HPC HealthCare, Inc. Roxanne is responsible for development and operation of hospice programs and services for over 1,200 patients and families in Hillsborough County (Tampa Florida) where she ensures compliance with all internal and external standards including regulatory bodies; i.e., AHCA, CMS, JC. Roxanne worked for HPC Healthcare, Inc. (formerly LifePath Hospice and Palliative Care, Inc.) from 2003 – 2008 at Executive Vice President of Programs and Services. In this role, she was responsible for the operation of two hospice programs in different service areas over four counties, the marketing department, corporate disciplines, pharmacy and durable medical equipment. Was also responsible for organization-wide strategic planning and decision making as part of the Executive Vice President Group. Roxanne then worked as an Independent HealthCare Consultant for a year in Tampa, Florida where she was contracted to facilitate establishment of a licensed staffing agency as an LLC within a corporate health care company before returning to LifePath Hospice, Inc. in August of 2009. Roxanne’s accomplishments include: Planned, implemented revisions to hospice operations as part of a corporate reorganization that resulted in the parent company of HPC Healthcare Inc., two hospice subsidiaries, a pharmacy LLC and a palliative care LLC that reduced liability for the entire organization and streamlined efficiencies. Successful accreditation by the Joint Commission for the two hospice subsidiaries with one hospice having an initial deemed status survey to receive a new Medicare provider number. Established two (2) free standing 24 bed in-patient acute care hospice houses that included collaboration with facilities, human resources, nursing, psychosocial staff, chaplains and volunteer services. Successfully awarded over $2 million dollars in Federal appropriations in a joint request with USF for electronic health record funding. Determined an appropriate reduction in force for one hospice that resulted in a positive margin within three (3) months. Established new programs for the hospice operations; COPD Program, In-patient care in the nursing homes, Volunteer programs in nursing homes. Established a new home health agency, Journeys Home Care, as a department of the hospice organization. Successfully completed AHCA surveys in order to become a licensed home health agency. Set up documentation, all policies and procedures, hired experienced staff and began internal/external marketing plan. Instrumental in expanding specialized hospice care in the nursing homes that resulted in an increase in patient referrals. Managed development of corporate strategic plan, collaborating with the Board and staff to formulate long-term objectives, establish critical success factors, tactics and operational plan. Initiated cost containment programs including the pre-authorization process resulting in a first year savings in excess of $600,000. Effectively managed a budget of $40,000,000 providing services and programs to 1,150 hospice patients and their families on a daily basis. Implemented a new health care delivery model, gaining national recognition and reducing specialized patient care costs by 13%. Instrumental in defining organization’s Core Purpose and Core Values that provides focus and vision for the organization.
