Biographical Sketch: Connie A. Raffa, J.D., LL.M. Connie Raffa is a partner with Arent Fox LLP, and founder of their Health Group in New York City. She has 35 years' experience in government and private practice, including regulatory and reimbursement issues, fraud and abuse investigations, audits, medical reviews, compliance, survey and certification, administrative and federal litigation. Connie served 15 years with the U.S Dept. of Health and Human Services' Office of the General Counsel and Office of the Inspector General. She was a prosecutor in the New York County District Attorney's Office, and has represented providers for 17 years. A frequent lecturer and author, Connie's work has appeared in Caring, NHPCO s NewsLine, Journal of Health Care Compliance, NYS Bar Association Health Law Journal, and her work was featured in a lead front-page article in the Wall Street Journal. Connie's health care clients include hospitals, palliative care programs, home health agencies, hospices, physicians, nursing homes, DME suppliers, and hospital systems. She serves on the Board of the Hospice & Palliative Care Association of New York State and NHPCO's Public Policy, and formerly Regulatory, Committees and is recognized in Chambers USA as a national expert in home care, hospice and palliative care.
