Biographical Sketch: Howard Young is a health care partner in the law firm of Morgan Lewis in its Washington DC office where he specializes in regulatory, fraud and abuse defense and compliance matters for a wide range of health care providers. Howard frequently advises hospice organizations and other post acute care providers on government investigations, OIG self disclosures, Medicare and Medicaid regulatory matters, and ZPIC audits. He also counsels hospices on developing compliant business arrangements with nursing homes, assisted living facilities, physicians, hospitals and other sources of referrals. From 1997 to 2002, Howard was a Senior Counsel and Deputy Branch Chief with the Office of Counsel to the Inspector General where he coordinated extensively with CMS and DOJ on the resolution of civil and criminal health care fraud matters and other program integrity matters.
