The current regulatory environment poses the most difficult challenge to hospice care that one can imagine, stemming in part from evolving interpretations of statutory and regulatory issues that were once thought to be well-settled by the hospice leaders of the day. After so many years, it may be beneficial to examine just what hospice leaders were thinking when they helped to implement many of those laws and regulations. A seasoned hospice executive and former President of NHPCO will examine some of the more challenging issues facing hospice care today and their historical context.

1. Identify the historical basis for certain statutory and regulatory requirements currently governing hospice care that are perceived as challenges to hospices
2. Compare and contrast the original intent of certain hospice regulatory rules with current interpretations of those rules
